Family and Community Development
Certification Training
The Family and Community Development (FCD) Specialist Training is a twelve day (over three months) training program designed to educate Illinois CAA staff members in effective case management techniques, outcomes, empathy and interview skills utilizing a family-strengths approach. The curriculum also includes a unit on the History of Community Action and the Illinois Family Self-Sufficiency Scale (FSSS). The training is taught by University of Illinois staff members and IACAA network members. Typically, the training is held 3 to 4 times per year, with two at the IACAA training facility in Springfield.

Over 750 Illinois Community Action Agency staff members have graduated from the training since its inception in 1995 and hold the title of FCD Specialist. The FCD training continues to be in demand and is considered to be the IACAA’s premiere training offering. Most of the certified FCD Specialists work with CAA customers in the Family and Community Development Grant program.

FCD Program
IACAA supports the certification training through the IACAA FCD grant program which provides funding to agencies to operate their FCD program. Created in 1995, the FCD program is funded by the Illinois Department of Human Services. Through an RFP process, member agencies are selected to receive sub-grants to carry out the functions of this program. These agencies target services to families at risk of long-term economic dependency and/or who are Temporary Assistance for Needy Families (TANF) participants. The agencies complete family assessments utilizing skills learned through the IACAA FCD Specialist Certification training program and evaluate each family’s needs in the context of the Family Self-Sufficiency Scale (FSS Scale). The FCD specialists help the families worked through their issues, set goals for themselves and help them achieve those goals. The objective of the FCD program is to help families become self sufficient in all aspects of their lives--financial, housing, transportation, and emotional well being.
